Civic AI Implementation Specialist
Also called GovTech AI Specialist
A Civic AI Implementation Specialist puts AI into public-sector workflows so that every automated step can be explained, reviewed and challenged. They help companies win and keep public trust and contracts.
What they do
They map how a public service actually runs, from the first form to the final decision. Then they work out where AI can help and where a person must stay in charge. They design the workflow, the review points and the notices that tell citizens what is happening. They set up complaint and appeal routes that staff can really operate. They test services with disabled and low-confidence users, check the records trail, and train frontline teams. They also work with legal, policy and procurement colleagues and keep the paperwork straight.
What a strong hire delivers
In the first months, a strong hire delivers one live workflow with clear human review points, plain-language transparency notices and a working complaint path. Staff know how to use it. Decisions can be traced from input to outcome. Accessibility checks are done and fixes logged. The customer's risk and policy teams can see how it works and sign off.
How you can tell they are good
Ask them to walk through a public service they changed and show the artefacts: process maps, notices, complaint routes, test findings. Listen for what went wrong and what they altered. A strong candidate talks about staff, citizens and records, not just the model. Be wary of anyone who treats review and redress as a final compliance step.
Why it is hard to fill
The title barely exists, so searches by title miss most of the people doing the work. It sits across public administration, service design and technical delivery, and few people have all three. Many are inside councils, agencies or consultancies under titles like transformation lead or digital delivery manager. Candidates with real AI exposure are rarer still, and many are wary of leaving the public sector.
Where to find them
Look in civic technology teams, government digital services and public-sector consultancies. Service designers, policy advisers and programme managers who have moved into delivery are strong sources. So are product and operations people at govtech suppliers, and accessibility specialists who have worked on public services. Non-profits that help people challenge official decisions also produce people with the right instincts.
Indicative pay

Interview questions for a Civic AI Implementation Specialist
- Tell me about a public service workflow you changed. What did you map first, and what did you leave alone?
A strong answer shows they studied real practice, including workarounds and staff constraints, before designing. They explain what they left manual and why. Worry if they start with the technology or describe only the intended process.
- How would you design a complaint and appeal route for an AI-assisted decision?
Look for a clear route for citizens, a named human reviewer, time for reconsideration and a record of the original output. They should consider access needs. Worry about vague promises of a feedback form with no owner.
